Connect a PC direct to the router and sign on to the router. Look at IP settings of the LAN settings. If zero, you need to follow that procedure 'new router not obtaining IP'.

There probably are several ways. Here is an example using a router and a PC . Different make router but your TP Link router should have the same settings....

It may be the VPN service you are using that is placing the limit. Many do count all devices on the router as one but not all of them for example expressVPN supports 5.

As I understand your issue is that TP-Link's online database has your 'open box' router already assigned to some other userid/password and that you do not have access to that user-id/password....

I would think you would have to contact TP Link support directly and have them reset the user-id as they would have the tools to do it. I would not think anyone on the forum would have access to the...
