I would be sure you are using different SSIDs. For testing, I would change the 2.4 GHz SSID and connect only one device and see how it does. If good, then add another, and see if and when it fails....

Your 'modem' sounds more like some type of powered switch and not a modem. Since you have an Ethernet cable coming in, you can connect a PC direct to it without a router. I would check with the ISP...
