I agree with @IrvSp that it sounds more like it is your PC and not the router. If the router can support faster speeds when using Linux there is no reason it would not also support it when in Windows...

Have seen an old "G" printer slow a network down. I would try changing the SSID temporally and connect only one fast device for a test.

I would make sure the laptop still works on another network as it is strange that it is the only device not working.
