In the US, TP Link has routers that do have VoIP such as Archer VR900v. Not sue if it is available in France. See https://www.tp-link.com/ae/support/faq/2020/. Omma also connects with Cell phones....

I am not a Windows user as I use Apple. Not sure how a device (PC) connected to a router can see all of the traffic on the router. I would think you would need to monitor the traffic at the modem....

Can you get to the sign on screen? If so, try a Factory reset. If not try a different computer to connect to the router via an Ethernet cable. Be sure it is a good cable.

Power cycle modem, router and your devices. On your devices, try to delete (forget) the WIFI networks. Then reestablish the connection by reentering the SSID and password.
