HS220 flicker once when turning on

I just set up a HS220 today and everything else works fine except for one problem, my default brightness is always 100%, and when I turn on the light, the brightness will flicker like 0%->100%->75%->100%, then it is stable. The light is a LED light, adjustment of brightness just works fine after turning on. I tried to change the fade on speed but that didn't help, any idea what the problem it might be? Any suggestion is appreciated.

@CarterT Not really but it's by far the best bulb I found that doesn't flicker or buzz so I kept it anyway! I just never turn the light on at 100% from the dimmer itself, it's bright enough.
