Hardware Version: V5
Firmware Version: 1.02

Checking the app says "we're in the process of deploying smart actions across the Kasa ecosystem". However the support page says that smart actions is compatible with the device.

Hello @RockyRiver 

Thank you for your feedback. HS200 V2 supports Smart Action,  please double-check if Smart Action is working fine right now? 

Make sure you could control kasa device locally in the kasa app, and remotely when phone is using LTE celluar data/ non-local WiFi network.
