May I know, did you set up Smart Action (e.g. Control with a switch) for KS220M and Kasa smart bulbs?
Can you share some details how you set up the rules and share some photos of settings here, thank you.
Sorry. I'm using model ES20M and regular dimmable light bulbs. Both rules turn on the light at 1% as in the last rule I did set up.

Thank you for providing more case details, it seems that when set Smart Control - Manual only the bulb has not lighted up the correct brightness.
