looking for a way to disable selected toggle switches from all types of smart switches and outlets on a specific day and time before & after sunrise & sunset
By disable, are you looking to toggle the light or plug state?
If so, you should be able to configure this as a Smart Action.
If you are looking to disable the physical buttons of the device, this is not possible - largely due to safety precautions. The best you could do is create automations that would automatically turn the plug back on /off
