Hi,
You can try the following steps and see if they help.
1. Press and hold the power button for about 3 seconds to turn off the camera, remove the SD card from it if there is one, and press and hold the power button for 3 seconds to turn on the camera.
2. Press and hold the reset button on the camera for 10 seconds to perform a factory reset. Then, check the LED status on the camera.
3. If the LED is flashing red and green, you can try to reconfigure the camera in the Tapo app: How to set up the Tapo camera
4. If the camera's LED does not change and the camera does not respond to the reset operation, you can contact the technical support team to check if the camera is under warranty.
Best Regards

Hi,
If you have a Tapo C460 and the camera is unresponsive to reset/reboot with an abnormal LED indicator status and will alarm when it is moved, please try the following steps.
1. Please press the power button 10 times within 30 seconds first, then hold and press the power button or reset button for over 5 seconds to try the reboot or reset.
2. If the same phenomenon persists, and this phenomenon happens after you switch to a new router, please try to change the new router's Wi-Fi name and password to be the same as the old router, then check whether the camera can be online again in the Tapo app.
3. If so, please go to the camera's Device Settings > Alarm page to disable the anti-theft alarm. Then, factory reset the camera, change the Wi-Fi name and password on the new router to the new one, and reconfigure the camera to connect to the new Wi-Fi router.
If the above steps do not work, and the camera is installed properly without water ingress, it's recommended to contact the technical support team to check whether your camera is under warranty.
Best Regards
