Is your phone signed on to the same network as the laptop? Some routers do not allow or some have an option to prevent a guest from signing on to the router

A DNS server can be used if it serves your needs such as limiting adult content…. Just google it to see lists and most router allow setting the option.

Some devices change the MAC such as Apple on the newer IOSs called private network feature ( each network uses a different MAC ) Look at the prefix a that may help to identify the device.
