If it is at or around 100Mbs, I would suspect the Ethernet cable. You need a good CAT 5e or better.

I would disconnect all the Ethernet, USB, and WIFI devices including APs and extenders then see if the pings still occur. If you are using DNS and/or VPN check those also.
