TD-W8950N: web app on one machine can't be accessed by any client in same network

TD-W8950N: web app on one machine can't be accessed by any client in same network

l have a web app in laptop A. In my home network with a Netgear ADSL2 modem router, l access the app from laptop B with browser and it's all good. Both laptop connect Netgear ADSL2 modem router wirelessly.
However, when l bring the 2 laptops to another working environment with TD-W8950N, l can't access the web app in laptop A any more. Not only from laptop B, but also my iphone safari. Nobody can access the web app on laptop A. The browser just wait and reply nothing. laptop B can still ping laptop A, but not browser. In the meantime, all of them can access Internet without issues.
Both laptop are Windows 8.
