Hi,
If multiple devices view the Tapo camera's live feed at the same time, there are the following two cases:
    1. For remote viewing, there is generally no limit on the number of devices.
    2. For local viewing, typically no more than 3 devices can view the camera live stream at the same time. If any devices are viewing the camera through ONVIF or RTSP protocols, each of those connections will also count toward the local viewing limit.

The Tapo camera allows two mainstream(at 2K resolution) streams simultaneously. If you have subscribed to the Tapo Care service, it will occupy a mainstream. If there is another device streaming the camera's live stream at 2K resolution, your other devices can only use the substream(at 960P resolution).

In your case, please check how many devices stream the camera's live feed simultaneously, locally or remotely, and then check which device streams the camera at 2K resolution. Then you can check if the message "You've reached the live stream limit and cannot change the resolution" is prompted correctly.

Best Regards
