1. Please check if your "Return Home" or "Leaving Home" automation entries are configured with the Geofencing feature as instructed below.
How to set up Geofencing on the Tapo App
Geofencing is a location-based service. If you enable the "enhanced location" option on your phone, then the Return Home or Leaving Home automation entries will work as expected. We suggest keeping this option enabled.

Pixel 8/other phones may not have the "enhanced location" option, but have the "location accuracy" option enabled. The similar feature may have different names on different phones.

2. Have you received many more notifications than before after enabling the "enhanced location" option? If so, what notifications have you received? 
Usually, enabling the "enhanced location" option on your phone won't cause you to receive persistent notifications.
