Do Tapo cameras need internet access to work?

Do Tapo cameras (all models) need Internet access to work?
I want to use their RTSP feature to connect them to my NVR. My understanding is that this does not need internet access.
However, will the app still control the camera (i.e: two-way voice and moving the camera) if it's on the same network that has no internet access?

Hi,
Usually, if the camera and your phone are connected to the same Wi-Fi network but this Wi-Fi network does not have internet connection, you can still use the Tapo app on your phone to control the camera, such as using the two-way talk feature and pan & tilt the camera, however, the features require the internet connection won't work, such as Tapo Care, notification, etc.
If your NVR and the camera are under the same network, it can connect to the camera via RTSP protocol even if the camera has no internet connection.
Note: The Tapo Battery-powered cameras do not support the RTSP/Onvif protocol.
