Tapo camera should be set up properly with router in your parents' house , then camera could be controlled remotely and locally.
To view or manage the camera on a different phone, you could login the same account (same tp-link ID and password) to manage the camera, or share the camera to a different account. https://www.tp-link.com/support/faq/2613/
