If tapo camera has does not broacast Wi-Fi SSID you could try some tips here
- Try to factory reset tapo camera again, power it on and press the reset button or reset hole as instructed
- Test if Tapo Camera -- Wifi SSID show on different network devices like a different mobile phone, laptop
If there is still no SSID broadcasting, it could be a defective camera, it is recommend to contact retailer or local support to check device warranty.

I have the same problem. The camera has been up and running for about 6 months. All of a sudden it goes offline and don't get online again despite both camera reboot and network restart. When trying to reset and reinstall camera, it does not share WIFI.
