First thing the app on my iphone ask is if it can connect to my local network, when i open settings on iphone it dos not ask to connect to local network. So cannot continue installation the P110 without this permitting. It is like my iphone dos not recognize the Tapo P110

If you did not find the ' Local Network ' option under Settings - Kasa app on your iphone or ipad, please try some tips in the end of this article

Why do I need to give local access permission to TP-Link apps in IOS 14?

You should try to restart phone and reinstall the kasa app and see if the option shows up.
