First thing the app on my iphone ask is if it can connect to my local network, when i open settings on iphone it dos not ask to connect to local network. So cannot continue installation the P110 without this permitting. It is like my iphone dos not recognize the Tapo P110

You should try to restart phone and reinstall the kasa app and see if the option shows up.
