i had download to my phone and was using the kasa dimmer smart switch, but it stopped dimmer to the lowest and i removed the app. then down load again and try to connect it to wifi but it doesn't.

Please also ensure VPN is off during setup.
You could also try a different mobile device to set up the kasa device if you own one
