Firmware Version: 1.0.5

Bought the camera because my car got hit often, and insurance won't cover if the person responsible flees the scene. But it's useless right now because of the poor quality. Cannot tell the plate number of a passing car. Would switching to ethernet fix this ?

WIFI connection quality:

At low speeds, you can tell the plate number, but even at low speeds, it's still very poor quality.

Hi,
Since the Tapo C320WS is not designed to capture number plates, and it's suited for general monitoring and observation of a wide area, it can't accurately capture moving number plates very well, especially with high speed.
In this case, you can go to the camera's Device Settings>Video & Display page to adjust the Video Quality settings, set the video quality to 2K, and check if the camera will work better in this scenario.
The camera's Wi-Fi signal strength is not very strong, if the camera needs time to load video when setting the video quality to 2K, you can connect the camera to the router by an ethernet cable to get higher speed.
Best Regards
