Al seleccionar la opción 720p aparentemente hace el cambio pero veo que sigue siendo 1080p la resolución

Do you mean you have selected 720P on the camera's Device Settings > Video & Display > Video Quality page, but you can stream the camera at 1080P resolution?
How many devices watch the camera simultaneously? Via Tapo app, RTSP, or Onvif connection?
Have you subscribed to the Tapo Care service?
How do you test the camera works at 1080P resolution?
