Tapo C320WS stuck in IR with light on until Privacy Mode toggled. Bug?

I have this Tapo C320WS V2 camera installed under a roof in an open area. At night there is only one light behind some columns. With this level of illumination, the camera almost always switches to IR mode, although I’ve seen it stay in full color a few times without needing the floodlight LEDs. The camera is hidden, inside an artificial plant, in a corner, and I would prefer none of the LEDs to turn on so as not to reveal its position. I made sure the front of the camera and its LEDs are not covered, and that no leaves are in view that could scatter light. When the camera detects motion or a person, an additional nearby light turns on, providing much more ambient illumination. However, if the camera is already in IR mode, it stays in IR even with this extra light. But if, while this extra light is on, I enable Privacy Mode and then disable it, the camera switches from IR to full color, showing an excellent image instead of the washed-out grayscale image from IR mode.

Now two lights, camera still operates in IR Mode
Case 3:
Same two lights but after toggle Privacy Mode the camera now operates in full color
Is this expected behavior?
