In my country (Sweden), it's very common to let your baby sleep outdoor in the stroller while the parent is inside. I would like a camera with live view that is operating on battery that I can point towards the stroller and I've now read a lot of good things about Tapo C410.
I wonder if anyone knows if you can get a notification to your phone when it detects a sound (my baby crying)?
Or any other suggestion?

Baby crying detection is not supported on the battery-powered cameras. To save battery life, the battery-powered camera will only wake up and start detecting activity when its PIR sensor detects changes in heat; it cannot be activated by sound. Additionally, a baby's movement in a stroller is often imperceptible to the camera's PIR sensor, such small movements are hard to wake up the camera.

Tapo C120 supports baby crying detection, but please keep in mind that this model isn't battery-powered, and it is an indoor camera, which is not waterproof. Furthermore, as your plan is to place it outdoors, outdoor noise can significantly interfere with the camera's sound detection capabilities. Given your specific use case, we cannot tell whether this device will perform as expected. I recommend just getting one and testing it yourself.
