For the reported phenomenon, please confirm the following information.
1. Usually, on the camera's Live View page, you can set the Video Mode to Auto mode, Day mode, and Night mode. Which mode do your two Tapo C530WS select?
2. Are the two cameras under the same light conditions? Are they placed in locations with sufficient natural light? If so, please set the video mode to Auto or Day mode, and the camera's live view page will display a colorful image.
3. If they are placed in a dimly lit area, such as on a dark evening, but one of the cameras displays a colorful image, please check if the spotlight on the camera is turned on. You can go to the camera's Device Settings > Video & Display > Night Mode Settings page to check whether the camera is set to Full-Color mode.
4. You can send us the two cameras' live view pages for further analysis.
