You can try the following steps and see if they help.

  1. Reboot your router and then ensure your router's Wi-Fi is working.
  2. Reboot the camera, and then check if it can reconnect to the router's Wi-Fi and get back online.
  3. If your router's Wi-Fi is working but the Tapo C211 still has a flashing red light, try to press and hold the reset button on the camera for 10 seconds to perform a factory reset, then reconfigure the camera and check if it will work: How to set up the Tapo camera
