Model: Tapo C310
Hardware Version: V2
Firmware Version: 1.3.9

When connecting the camera by ethernet, the camera still offer a public wifi acces point "Tapo_cam_****".

Sometimes it disappears, then it will be up again, while the camera stays 100% wired by ethernet All, The, Time.

This is annoying. Non-sense for a privacy standpoint, and could be a security issue.

Some 2021 closed threads mentions this issue, but it's really not resolved.

Hi,
Generally, the camera's default SSID won't appear if the wired connection is working. It's suggested to check if the wired connection is fine, and you can change the ethernet cable for a try if it's possible.
An alternative solution is to set up the camera to connect to the router by an ethernet cable and also connect to a Wi-Fi network such as a hotspot Wi-Fi from your phone. After you complete the configuration process, you can disable the hotspot Wi-Fi on your phone, and it won't affect the camera to work via a wired connection.

Best Regards
