I removed and replaced the SD card and now the camera says it is offline. I reinstalled the app, and pressed the reset buttom. The camera in next to my wireless router and my WiFi is fine.

If the camera has a flashing green and red light, please ensure it's removed from the Tapo app, and then you can refer to the below video to configure the camera.
