When I put my extender next to my Wifi router is does not match the speed. I have 25 mbps from the router but only 12 from the extender. I would expect them to be close when it is sitting right next to it.

Extenders works in half-duplex, it needs to send the data and then receive the data. Your router is full duplex, so it does both which is why it is faster.
