Just to close this out the support team gave me a better solution: Disable "Amazon Wi-Fi Simple Setup" under the advanced wireless settings.

Are you saying you have already tried to change the LAN IP address of the AX21 to 192.168.1.1? Or it always has been that when you install it?
Please try to set a static route on the AX21 to point to the modem, you can configure as follows.
Go to Advanced > Network > Route page to add the below static route:Network destination: 192.168.100.1Subnet Mask: 255.255.255.255Gateway: 192.168.100.1Interface: WANIf the issue persists, please reply and we may investigate further.

The LAN side was set up as 192.168.1.1 since that is what my previous routers have been configured for and I didn't want to change my LAN IPs. As a test I tried changing the AX21's LAN side to 192.168.0.1 and it didn't help. I also tried 10.0.0.1. I tried resetting to factory defaults.
I have tried adding the route and I still don't have access to the 192.168.100.1 web page.
With or without the route:

I'm in the same boat. I gave up and just hoped I never needed to access the modem page again. Mine was also defaulted to 192.168.1.1.
I did try what @Kevin_Z posted, but that did not work.

Please update the router firmware to the latest official version, then confirm again if you can access the modem's management page when connecting to the router:

@NotAnotherZeke: Working with TP-Link support they found that the Arris uses an IP of 192.168.0.1 in addition to 192.168.100.1. Apparently my AX21 also uses 192.168.0.1 internally for the wireless which I didn't know; this makes for duplicate IPs which breaks things. The issue should now be with the R&D group to find a fix. I was happy with the persistence of the engineer digging through everything to find out what was going on.
As a work-around I found that if I disable both the 2.4 and 5 GHz wireless through the TP-Link router's GUI I can then get to the modem's web page through a wired connection. It is ugly but it does give me the access that I need for now.

@AStuff Thank you very much for updating the case status with the community, and I'm happy to see you got it work by disabling the 2.4G and 5G wireless on the AX21.
Just out of curiosity, are you saying the LAN IP address of the Arris modem is also 192.168.0.1? If that is true, can you help confirm what is the WAN IP address on the AX21 when it is connected to the Arris modem?

@Kevin_Z Apparently the Arris uses 3 IP addresses. One isn't really its address but the public IP of the upstream ISP that it passes through. The second IP is 192.168.100.1 that is used for the web GUI. The third IP is 192.168.0.1 that it uses for ARP responses. The WAN IP of the AX21 is the public DHCP IP assigned by the ISP - 71.60.x.y.
