Do the devices send a notification when they're offline? I feel like that would be very helpful.

The Tapo cameras do not support the feature to send an offline notification. For your feature request, it's recommended to vote and share your usage scenario in the thread "Why there is no offline notification for tapo cameras?" for evaluation.
