You can refer to Case 4 in the instructions below to troubleshoot when the camera fails to configure.
What should I do if I fail to configure Tapo Camera?
 

To test whether your wireless password is correct, please go to your phone > Settings > Wi-Fi page, go to the network details page of the Wi-Fi network you want to connect to, then tap Forget This Network to disconnect your phone from the Wi-Fi. Then reconnect to the Wi-Fi by entering the Wi-Fi password, and test whether it is correct.
