At this point I've fired of a request for help to Asus. Here is my root cause analysis which I sent to Asus.
Day 1
Typical networking issues point to faulty cables, and external hardware. On day one I eliminated my network cables and router as the root cause or point of failure.
2x Cat7 cables

Both of the above elements passed all tests on a secondary intel based desktop 4970k with Intel I219-V onboard NIC. Upon connecting the router and testing each cable immediately established a 1 Gigabit link.
Day 2
At this point I know the root cause is my main desktop and immediately started updating drivers, firmware, and chipset to latest versions from your website.

After updating my Intel I211 was still unable to establish a 1 Gigabit link. As a result I also tested the latest Intel drivers plus two previous versions. At this point I’ve tried your driver which is rather old, plus the three latest intel drivers.
Day 3
Running out of options I decided to complete a fresh install of Windows 10 Home. Updated the chipset and all drivers and I am still unable to establish a 1 Gigabit link.
I need specific technical help as I am unable to find a valid solution. Provided this was not a ITX destkop and since the GPU occupies the only PCI slot, I am unable to add a dedicated NIC card. However, since this is not an option, I’m left investing days into resolving a 100.00 MB Half Duplex connection and requesting assistance from Asus.
