I am unable to access Netflix.  I changed DNS (manual) to 8.8.8.8 primary and 8.8.4.4. to secondary.  I am still getting an error that I am using a VPN or proxy which I am not.  The error is on my phone, computer and Roku. Suggestions on how to fix??

Hi, may I know your ISP?

If the IPV4 internet connection type is "Dynamic IP", it is suggested to temporarily bypass Deco, and connect the laptop directly to the ISP modem via an Ethernet cable to see whether the same error shows up again.
