1. As you can see in the notes under Introduction in the instructions below. The shared account can only access the Live View, Talk, Voice Call, Pan/Tilt Control, and the SD Card Video features of the camera.

2. In your situation, you can share your TP-Link account with a family member, and he can log in to the Tapo app with that owner account, then he has full access to the camera.
If you don't want to share your TP-Link account, then please factory reset the camera by pressing and holding the reset button on the camera for 10 seconds, log in to the Tapo app on your family member's phone with their account, and then reconfigure the camera to bind to their account for full control of the camera.
