Hi,
Typically, the Tapo camera will connect to the internet and our cloud server after configuring it successfully in the Tapo app, and then you can control it remotely through our cloud server.
You can refer to the following instructions to troubleshoot if you fail to control the camera remotely.

Please provide the following information if the same phenomenon persists.
1) What's the model number of your Wi-Fi router? Is the camera connected to the router directly rather than an AP/RE?
2) List the troubleshooting you did and the results.
3) You can enable a hotspot Wi-Fi on your phone, factory reset the camera, configure it with another phone, connect it to the hotspot Wi-Fi, and then check if you can control it remotely.
