Problem 1: it takes a very long time to wake up, I've timed it up to 30 minutes of refreshing the camera in the app, sometimes it finally wakes up, sometimes not at all, it just sits there with the red error light showing (then it might suddenly wake up, sometimes not).

 

Problem 2: when it finally wakes up it goes through its range of movement routine, it also goes through its range of movement routine when it detects an event (so I get a brief glimpse of what triggered the event before the rest of the video is lost to the range of movement routine), it also goes through a range of movement routine randomly during the day/night, which ends up draining the battery faster than the solar panel can keep it charged.

Hi,
Usually, waking the Tapo C660 from sleep state doesn't take long. You can refer to the instructions below to learn how to wake up the battery-powered camera.
What is the Wake-up Sensitivity of my battery camera/doorbell?
 

Do you experience the phenomenon where it takes a long time to load the camera's live feed? What's the LED status on the camera when it fails to load the live feed? Is it flashing red?

 

What do you mean by saying "the camera goes through its range of movement routine"? Does the camera move between marked positions automatically? 
If so, please go to the Tapo app > camera's Device Settings > Pan & Tilt > Patrol Mode, turn off this option if it's enabled, and then the camera won't patrol.

Yes it takes a long time to load the camera's live feed (sometimes it eventually loads, other times it just shows 'offline' in the app), yes there is a flashing red light (which turns to a solid red light) when it fails to load the live view. If it does load live view it automatically goes into calibration mode first.

 

Apologies, I should have phrased it correctly, "Range of movement routine" = Calibration mode, this is not 'patrol mode' as this is not set in the camera settings, it basically turns all the way to the left, all the way to the right, all the way to the top, all the way to the bottom, (sometimes) returning to it's viewpoint position before going offline for a random amount of time.

 

So it works like this:

 

It detects an event and the green light and two red night vision lights come on

It then goes into calibration mode

It returns to its original viewpoint setting

At this point it may work normally but mostly...

...the LED flashes red, then solid red

It goes into calibration mode again

It then (sometimes) returns to its original viewpoint setting

It then goes offline for a random amount of time

Then randomly wakes up and goes into calibration mode again (which causes the battery to drain faster than the solar panel can keep it topped up).
