Hi,
Generally, the slowly flashing red light on the camera means it's connecting to Wi-Fi, which has nothing to do with the detection. You can refer to the following instructions to troubleshoot if the camera keeps going offline in the Tapo app.
What if Tapo smart devices keep losing connection or going offline?

If the same phenomenon persists, please provide the following information for further analysis.
  1. When the camera is working, please go to the Tapo app > camera's Device Settings > Device Info page to check its hardware and firmware versions.
  2. When the camera has a flashing red light, what does the LED change to when a person is detected?
  3. How do you restore the camera to online, such as by rebooting it?

Best Regards
