Just in case, have you tried the legacy version of Tapo 2.18.102? It's an older version incompatible with the firmware, and I have a message to update on each opening, but it's a workaround for now because playback is fine. You can find it on Uptodown. At least to try. I know Solla-topee wouldn't recommend this :)

 

Over email, tapo team provided me a new version 3.10.240 that supposedly fixes the stettering, but without good results for now.

I am prob not who you are asking and idk if you found a solution but I found turning off the HDR solved my issues. Had live video perfect but cloud recordings would skip all over. After turning off HDR the cloud recordings are just as good as the live.

  @fisko Hi, the camera recently got updated to firmware 1.3.4 (from 1.2.4). The issue is finally resolved. However, I was right about what's causing it. It was the bitrate over 500 kb/s. So they reduced it to maximum 350 kb/s, the image quality has degraded a little, but it works fine now. 

 

The bitrate is seen on "Settings" - "Video & Display" - "Display tag on Screen" - "Speed tag".
