Can I have a screenshot of the error message"Page not found"?
Will the Samsung Phone and MacBook get internet access properly?
Please try to disable 4G/5G mobile data and VPN connection(if any) on the Samsung phone.
By the way, can you ping 196.168.68.1 on the MacBook:
Wait for your reply.
Best regards.

Hi, thanks for the update.
Did it help if you temporarily power off the two satellite Deco E4, and leave the main Deco X10 only?
Here are some other suggestions:
1. Please make sure the MacBook/Samsung mobile is only connected to the main WiFi of Deco X10, and no VPN/mobile data connection is enabled.
2. Try to clear the browsing caches and test with "Private Browsing" mode in Safari/ or incognito mode in Chrome on the Samsung mobile.
Wait for your reply.
Best regards.

@David-TP hello yes i've tried Private browsing, it doesnt work.
i've also tried powering down both E4 decos, even going so far as to remove them from the network. it doesnt work either. i'm really close to giving up. its so frustrating that something as simple as a firmware update cant be accessed becase i cant access the web UI.
