Effectively, we can't download the records that are on the SDcard if we are not connected to the Local Network. We can only view.

I think we could download from outside only if we subscribe to "cloud plan"...

 it's a big mistake from Tapo...  And also the impossibility to send a simple Picture to the notification for people who are not subscribers...

This obligation to always Rent a service is in the spirit of the times... but how far ?

Currently, it's unable to download the video clips from the SD card remotely. For the feature request, you can vote on this thread "Download arbitrary clip from remote camera" and leave your detailed usage scenario for evaluation.
 

Alternatively, since you can watch the camera's video recordings remotely, you can use the phone's Screen Recorder feature to record the video manually if needed.
